[摘 要] 黑龙江省中小企业自主创新能力的提升是加强其核心竞争力的必要途径之一。目前，黑龙江省中小企业在提升自主创新能力方面存在的主要问题包括：企业内部——内部组织管理不健全、融资能力弱、与高校及科研机构合作不够；企业外部——政府支持力度不够、企业公共服务平台不完善、不健全。黑龙江省应强化政府服务功能，优化中小企业创新环境；搭建完善的中小企业公共服务平台，多渠道完善融资支持体系；企业应积极开展与科研机构的合作，借助外脑提升技术创新能力；走引进先进技术与提高自主创新能力相结合，加快提升自主创新能力的步伐。

Abstract： To improve the innovation ability is one of the essential approaches for small businesses to enhance their core competitiveness. However， small businesses in Heilongjiang still have difficulties in improving their innovation ability， in terms of incomplete enterprise management， poor financing capacity， insufficient cooperation with higher educational institutions and research institutions， weak policy support from the government， and an unsound public service platform for enterprises. Heilongjiang should intensify the service function of the government and improve the innovation environment for SMEs. It should also establish a sound public service platform for SMEs and build a multi-channel financing support system. Enterprises should cooperate with research institutions proactively in a way that help upgrade their innovation capacity and accelerate the improvement of innovation ability by integrating the introduction of advanced technology with the increase of independent innovation ability.

当前，黑龙江省中小企业占全省企业总数的90%以上，其数目较大，从业人员更为广泛，中小企业在全省占有重要的经济地位，对加快全省经济增长、维持社会稳定等方面都有突出贡献。它的自主创新的地位和作用是无法替代的。因此，对于黑龙江省中小企业自主创新能力提升的研究具有重要的理论意义和实践价值。

一、黑龙江省中小企业自主创新存在问题及成因分析

（一）政府及相关政策支持力度不够

1.黑龙江省在直接面向中小企业的政策上对其自主创新的激励作用不明显。其表现是政府在制定政策及运营环境上常表现出“大国企情节”，对大企业倾斜过多。特别是对中小企业提升创新能力方面缺少相关政策的支持。……
