摘要：工程爆破是一种涉及爆炸物品的高风险的特种作业，而爆破作业现场安全控制完全依托爆破作业人员的现状还普遍存在，因此，爆破作业人员的安全技术能力与项目等级匹配就显得非常重要。本文运用层次-模糊综合评价法对爆破作业人员安全技术能力进行评价，确定爆破员的安全技术能力等级。并在此基础上，又结合实例展开研究，编制了分析软件。通过实际应用，效果显著，为分级管理提供技术支撑，达到了提高爆破作业安全管控能力的目的。

Abstract：Blasting is a high-risk special operations, involving explosives and the present situation that blasting operation site safety control of is based on the blasting operation personnel is also widespread.As a result,its very important whether the blasting operations personnels safety technology ability matches the level of projects.This paper applies hierarchical-fuzzy comprehensive evaluation method to evaluate the blasting operations personnels safety technology ability,and ensure the blasters security level of technical competence.And on this basis, the paper compiled the analysis software combined with case study.Through practical application, there is a remarkable effect,which provided technical support for hierarchical management, and achieved the purpose of improving blasting operation safety control ability.

1.前言

工程爆破是涉及爆炸物品的一种高风险的特种作业，其特性在于必须对安全的严格管理，为此，我国有关部门制定了一系列有关工程爆破的法律法规、规程，如《民用爆炸物品管理条例》、《爆破安全规程》等法规及技术规范来严格控制爆破作业安全。随着工程爆破项目逐年增多，工程爆破作业人员的需求越来越大，对爆破安全管理要求也越来越高。为了强化管理，公安部门又出台《爆破作业单位资质条件和管理办法》（GA 990-2012）和《爆破作业项目管理要求》（GA 991-2012）对爆破作业企业和爆破工程技术人员及爆破工程项目实施了分级管理，但未涉及到爆破作业人员的分级管理。

爆破作业人员是爆破施工安全控制的根本。但目前我国爆破行业中爆破作业人员普遍存在年龄偏大、文化低、人员流动大队伍不稳定、综合素质不高等特点。……
