摘要：在对宁波历史街区保护与更新现状调查基础上，认为历史街区保护存在着建设性破坏和保护性衰败二大文化与社会困境。提出突破困境之路在于运用有机更新理论和方法，并从保护与延续整体历史原真性、生活真实性，保护与传承人文社会网络等方面，对历史街区的保护与更新方法进行探讨，以期达到对历史街区进行整体原真性保护与更新，维系发展人文活力和可持续发展的目标。

Abstract：Conservation and renewal of historical block in ningbo, the present situation investigation and think the historical block protection constructive destruction and protective decay exist two major cultural and social dilemmas. Put forward the way to break through the dilemma is that using organic renewal theory and method, and from the original true protection and continuation of the whole history, life authenticity, protection and inheritance of humanistic and social networks, etc, of the historical block protection and renovation method were discussed, in order to achieve the original true the whole historical block protection and renewal, sustaining development of humanities and the goals of sustainable development.

1．前言

河姆渡文化发祥地、唐宋以来“海上丝绸之路”港口重镇、浙东文化渊薮之地、明清以降反侵略斗争前沿，凡此种种构成宁波城市个性特色和文化传统，也因宁波悠久的历史，绵延的文脉，厚实的遗产资源，成为国家级历史文化名城。城市历史文化传承构成了城市的记忆，保护好那些文化遗产是城市发展延续的必要内容。

1986年国务院公布第二批国家级历史文化名城时提出历史街区概念。2002年10月修订后的《中华人民共和国文物保护法》正式将历史街区列入不可移动文物范畴。[ 《中华人民共和国文物保护法》第十四条。] 1997年，宁波市城市规划和文物行政管理部门联合制定《宁波市历史文化名城保护规划》，并划定5处街区为宁波历史文化街区，历史街区的保护成为保护历史文化遗产的重要一环。2004年对《宁波市历史文化名城保护规划》进行再次修订，历史文化街区增加到8处，明确历史街区的保护范围，并将历史街区分“核心保护区”和“建设控制区”两个层次进行保护。……
