摘要：耕地占补平衡制度是现行《土地管理法》确定的一项以保护耕地为核心的重要制度。但在其实施过程中，由于尚未建立起补充耕地的质量评价标准体系，尚未制定具体的有关补充耕地质量的考核标准和验收办法，各地的占补平衡往往停留在“数量”层面。本文通过大量资料，解析了目前我国耕地占补平衡制度实行过程中存在的问题，指出现阶段我国实行占补平衡制度的目的，仍是控制占用耕地；重点是要建立起质量评价标准体系，保证补充耕地的质量。

Abstract: the farmland system of dynamic balance is the current "land management law" established a important system in order to protect the cultivated land as the core. But in the process of its implementation, because has not yet established a supplement cultivated land quality evaluation standard system, has not been specific about the added cultivated land quality evaluation standard and method of acceptance across the demand-supply balance tend to stay in the "quantity" level. In this paper, through a large number of data, analyzes the current land system of dynamic balance problems existing in the practice process, points out that the purpose of the present stage our country implements the system of dynamic balance, is still the control of cultivated land; Key is to build up the quality evaluation standard system, guarantee the quality of farmland.

一、占补平衡的根本目的是控制占用，保护耕地

实行耕地占补平衡制度是保护耕地的一个重要手段。我国是一个人口多、耕地少的国家，今后相当长的时期内，人口增加、耕地减少的基本趋势难以改变，在耕地后备资源有限的情况下，控制占用耕地仍应是我国保护耕地资源最有效的方法。因此，现阶段，占补平衡的根本目的仍然是控制占用耕地。原因主要有以下几个方面：一是耕地后备资源数量有限，开发利用的潜力不大；二是耕地后备资源开发难度大，开发效益低；三是建设用地利用粗放，可再利用的潜力较大。

根据以上分析，在耕地占补平衡的实际工作中，从控制占用耕地的角度出发，一方面要严格执行《决定》的配套文件《建设项目用地预审管理办法》和《关于加强农村宅基地管理的意见》，把好建设项目用地预审关和农村宅基地审批关，合理、集约供地，控制建设用地总量。……
