摘要:工程经济学是工程与经济的交叉学科，是研究工程技术实践活动经济效果的学科。主体为工程技术，核心是技术经济体系，辅助以管理学方法，使工程项目利用有利资源，达到最高经济效益。随着建筑市场的不断扩大，对施工企业的要求也不断提高，施工企业为满足市场需求，面临诸多风险。如果能科学有效地预测、避免风险，施工企业和建筑市场都将得到良好发展。本文将就工程经济管理存在的风险和防范措施，对企业面临的一些风险进行具体分析，提出有效的防范措施，力求在风险出现前就得到有效的防范和控制。

Abstract: the engineering economics is engineering and economic cross discipline, is the study of engineering technology practice economic effect subject. Subject for engineering technology, the core technology economic system, aided by management method, the engineering project use of favorable resources, reach a top economic benefits. With the expansion of the construction market, the requirement of the construction enterprise improve continuously, the construction enterprise to meet the market demand, are facing many risks. If can science effective to forecast, avoid risk, construction companies and building market will get good development. This paper will project economy management risks and preventive measures, to the enterprise faces some specific risk analysis, proposed effective preventive measures, and strive to appear before the risk to effectively prevent and control.

从1978年改革开放到现在的“十二五”规划实施，我国的经济体制改革不断推进。为我国经济贡献最大的建筑业，也在不断的发展壮大。随着建筑业的发展，参与工程项目的施工企业也不断的发展，数量越来越多。致使当代的建筑市场竞争激烈，出现“僧多粥少”的局面。盲目的竞争也使施工企业面临种种风险，并且这些风险贯穿整个项目的实施过程中，所以能科学的预测风险，防患于未然，则是当今施工企业所追求的目标。就目前而言，工程经济管理中存在的风险主要包含两个：工程投标报价的风险和工程施工管理的风险。

一、工程投标报价的风险：

我国实施《清单计价规范》以来，对规范建筑市场起到了积极有效的作用，但在实践中也发现有不足之处，容易给施工企业带来潜在的风险。……
