摘要：文章通过对施工阶段影响工程造价的几个方面的深入分析，详细阐述了加强承包合同管理和优化施工组织设计是施工阶段控制工程造价的基础，施工图预算外费用和材料价格的控制是降低工程造价的有利手段；优化工期和提高基建管理人员的管理能力和业务素质是控制工程造价之本，说明了工程造价的有效控制是工程建设管理的重要内容。

1施工階段造价控制概述

1.1施工阶段造价控制的内涵

工程造价是指建设项目的建设成本，即是完成一个建设项目所需费用的总和。工程造价控制就是以建设项目为对象，对建设前期、工程设计、工程实施、工程竣工各个阶段的工程造价实行层层控制，是对建设项目全过程的控制和对工程造价的动态控制，是工程造价全过程管理的主要表现形式和核心内容，也是提高项目投资效益的关键所在。

建设工程施工阶段的造价控制就是在施工阶段对工程项目的造价进行管理与控制：采取组织措施、技术措施、经济措施、合同措施等措施进行有效的成本管理，提高经济效益、提高企业的管理水平、提高企业的生存能力、提高市场竞争力。其核心是通过科学组织,提高效率和降低成本，一方面把工程造价控制在标价内，另一方面最大限度地取得经济效益，实现企业的经营目的。
