摘要：随着我国社会的发展，综合国力的增强，现有的房屋建筑已无法满足人们的日常需求，由此带动了建筑企业的发展。面对日益激烈的市场竞争，建筑企业能否立于不败之地，则直接取决于其施工质量。而施工安全管理不仅是施工质量的基本保证，同时也是施工人员人身安全的基本保证。在此，本文针对房屋建筑施工中的安全管理策略，做以下论述。

Abstract: along with the development of our society, the increase of its overall strength, the existing housing construction has failed to meet People's Daily needs, which drive the building the development of the enterprise. In the face of the fierce market competition, the construction enterprise whether in an invincible position, is directly depends on its construction quality. And construction safety management is not only the basic guarantee of the construction quality, but also construction personnel the personal safety of the basic guarantee. 一、房屋建筑工程施工安全现状概述

1、施工安全管理目标

为有效确保建筑施工的安全性，我国还据此制定了相关的法律法规，以保护人们的生命安全及财产安全。房屋建筑工程施工过程中，通常以“保证安全生产，确保无重大伤亡施工发生并且轻摔伤控制在千分之二以内”为施工安全管理的目标。

2、房屋建筑工程施工安全现状

虽然国家已经制定了确保施工安全相关的法律法规，在一定程度上起到了积极的作用，但是由于施工企业执行不全面、落实不到位及安全意识差等因素导致房屋建筑工程施工安全管理中仍然存在一些不容乐观的问题。下文将选取三个较为有代表性的问题进行说明：

（1）、工程施工人员技术水平低下。据不完全统计，房屋建筑工程施工队伍中的70%~85%是由农民工组成，这就使得施工人员的技术水平落差较大。农民工施工人员多数未经过专业的技术培训和安全教育，导致意外事故频繁发生。……
