摘要：医疗器械的临床试验是医疗器械管理中的重要组成部分。一方面，通过临床试验使医疗器械的安全性和有效性得到合理评估，为医疗器械上市提供科学依据。另一方面临床试验耗时长，花费多。如果管理不当，有可能增加社会成本，给生产企业甚至消费者带来沉重的经济负担，进而影响医疗器械行业的发展。本文分析了我国医疗器械临床试验管理现状及存在的问题，并且提出了一些改革医疗器械临床试验监管的对策建议。

Abstract: In clinical trials of medical devices is an important part of the management of medical devices. The one hand, through clinical trials, so get a reasonable assessment of the safety and efficacy of medical devices, and provide the scientific basis for medical devices listed. On the other hand, clinical trials are time consuming, cost a lot. If not properly managed, may increase social costs, a heavy financial burden to the producers and even consumers, thereby affecting the development of the medical device industry. This paper analyzes China's medical device clinical trials management situation and existing problems, and put forward some suggestions of clinical trials, regulatory reform and medical equipment.Keywords: medical devices; clinical trials; risk management; regulatory system

医疗器械管理过程中一个重要的环节就是医疗器械的临床试验。首先，临床试验为医疗器械安全性和有效性是否合理的评估和医疗器械的上市提供了决策的依据。其次，临床试验花费时间长，投入费用多，管理不当就会进一步增加成本，给研发企业和使用者带来很大的负担，甚至妨碍了医疗器械行业的规模化。所以，监管医疗器械临床试验的做法已经广泛引起各国相关主管部门的注意，怎样才能高效、经济的实行对医疗器械临床试验的监管成为了各国相关监管部门的一大障碍。

在我国，监管医疗器械临床试验的做法出现较晚，没有实践的经验，相关法律法规还不健全，且操作起来效果不佳。自2004《医疗器械临床试验规定》正式发布以后，针对医疗器械临床试验是否科学性、合理性所引发的讨论就始终存在。……
