摘要：随着社会主义现代化建设步伐的不断向前发展，建筑业也成为适应现代化建设和人民群众日益增长的物质需要，逐渐成为我国国民经济的重要支柱产业，仅次于工业、农业、商业居第四位。但是，近年来，全国各地接连发生了多起重特大建筑事故，不但给群众的生命和财产的安全造成巨大损失，而且危及国民经济持续发展和社会稳定的大局，已经成为公众和社会各界关注的焦点。在今天这样一个竞争异常激烈的商业社会，各级领导、各级管理干部，特别是企业领导在重视利益的前提下也要充分认识到安全生产的重要性和必要性，因此,做好建筑安全管理工作已经成为社会各界的共识。

目前我国正在进行的工业化、城镇化建设，2009年我国基础设施建设投入达到85675亿元，目前约占国内生产总值（GDP）的25%，从业人员达到7600万，到2010年，建筑业总产值（营业额）预计将超过90000亿元。建筑市场的巨大投入和从业人员的庞大规模使得建筑安全事故的后果异常严重和巨大。落后的安全技术水平和安全管理水平成为阻碍我国社会主义现代化建设和社会和谐发展的重要因素。

近年来，任房和城乡建设系统安全生产形势一直比较严峻，重大建筑事故呈上升趋势，这有损于现代城市的文明形象，还有损施工企业的品牌形象，同时制约着建筑业淘汰的优化配置。因此努力提高工程质量安全水平，降低质量安全隐患，无疑对提高提高建筑企业的市场竞争力和抗风险能力，促进社会和谐发展起到重要的作用。……
