摘要：随我国国民经济的发展, 建设工程投资规模越来越大。建筑施工队伍的持续扩大也给建筑安全生产监管带来了难度。建设工程的安全生产事故频繁发生, 造成了重大人员伤亡和财产损失。面对如此严峻的建筑安全形势, 政府工程建设主管部门必须加大建筑施工的安全监管力度, 及时督促建设过程各责任主体整改安全防护中存在的隐患,遏制安全事故的发生。

Abstract: with the development of our national economy, construction engineering investment scale more and more big. Building construction team to the continued expansion of construction safety supervision of production brought the difficulty. Construction of the frequent accidents in production, caused heavy casualties and property losses. Facing such grim building security situation, the government project construction authorities must increase construction safety supervision, timely urged construction process the main body of responsibility for security protection in the rectification of the existence of hidden trouble, contain the accidents.

随着中国经济的高速发展、城市建设步伐的快速前进, 建筑业迎来了蓬勃发展的机遇.与此同时,人世的严峻挑战, 《安全生产法》和《建设工程安全生产管理条例》的颁布实施, 给建筑施工提出了更加严格的要求, 施工现场的安全管理面临着前所未有的挑战和机遇. 根据本人多年的工作实践, 认为建筑施工现场安全监督管理可分为开工的准备工作、开工后的基础工作以及安全文化建设.必须坚持以预防为主, 着重开工后的现场管理, 防患于未然, 把事故隐患消除于萌芽状态, 从而保证职工人身安全, 保障国家财产免受损失

一、建设工程安全生产中存在的主要问题

1、目前我国建筑业的“诚信制度”和“意外伤害保险制度”与发达国家差距很大, 意外伤害保险开展缓慢。企业安全生产信誉与市场准入清出脱节。此外, 政府工程建设主管部门对施工现场违规生产处罚尚未形成有效的联动机制, 未能及时对违章责任主体实施处罚。……
