摘要: 近年来,随着国民经济的飞速发展,人民的生活水平的不断提高,城市建设也在不断的发展,人们的思想观念、审美观念都发生了重大的变化。市政工程不再满足于它的实用性,而进一步向功能性、美观性、文化性方面发展。在城市中进行游览、休闲活动的人群,大部分活动空间都是在附属工程上,例如,人行道、步行街、休闲广场等等。这就要求设计、施工人员不僅要搞好主体工程的设计、施工,还要加强对附属工程的设计、施工和质量控制,才能给城市的人们一个美丽、通畅的活动场所。

Abstract: In recent years, with the rapid development of the national economy, the continuous improvement of people's living standards, urban construction is also in constant development, people's ideas; aesthetic ideas have undergone major changes. 1 市政工程施工管理特点及内容

(1)市政工程施工复杂程度高。市政工程造价高,参与人数多,利益相关者多,对环境的依赖和影响较大,相对时间长。

(2)市政工程施工过程不确定性因素多。市政工程项目复杂,受外部环境影响大,如天气、原材料价格、周边社会关系等容易影响项目进程,项目内部各利益相关者,如业主、监理、总包商、分包商、材料供应商、政府监管机构变数较大,加之项目自身建设中的问题,其不确定性程度高。

(3)市政工程施工目标高,要求严, 政治 性强。它事关群众生活和城市形象,质量标准高,多数工程要求“争市优,创国优”。同时,工期紧,冬季施工费用投入较大。

(4)市政工程施工管理正由粗放型向 现代 项目管理转变。目前市政工程大部分具体施工任务还是由项目将劳务队和自有机械设备、自供材料组织起来完成的,专业化程度低,劳务队伍素质不稳定,项目要花费大量的人力和资源对劳务队进行管理。……
