摘要：伴随着改革开放的不断深入和发展，通信事业也如雨后春笋般蓬勃发展起来，新形势下对通信工程建设也提出了更高的要求。而如何完善通信工程建设管理，满足通信工程建设需求，是我们目前所亟待解决的问题。本文从通信工程的特点出发，以全过程管理为切入点，讨论和分析了在通信工程建设的全过程中，建设项目工程管理的作用。同时还提出了关于质量调控和建设管理的具体的建议和措施，希望能对如何提高通信工程建设全过程管理水平，提高参考和借鉴。

一、通信工程建设全管理的特征

在整个工程建设过程中，包括投标、招标及整个工程的实施和结算，都可以委托拥有一定资历的相关单位全权代理。招标事宜由招标代理完成。工程管理由监理公司全权接任，对工程造价及工程质量进行控制，并由相关人员负责工程进度的调度和安排。可由建设方指派工程联系人。工程结算和审核工作可委托专门的工程造价咨询单位负责。而针对通信工程建设，则具有以下特征：

1、 特殊性强

和一般工程相比，通信工程要涉及到特殊的技术点，所以不具有普遍性和广泛性。对于多数咨询单位好代理单位，基本上都没有配置掌握和熟知通信技术的专业的技术人才。

2、差异性大

由于主要设备材料用途和性能上的不同，也使价格上存在着较大的差异。……
