摘要：本文以现代农业科技创新平台建设为视角来研究小城镇建设，发现在城镇化进程中农业人口逐渐减少，农地用地效益低，而现代农业科技创新能为小城镇建设提供农业产业支持，提高农产品生产率，间接地使农民受益，因此，应该突破传统对现代农业科技创新的研究范式，搭建一个多元化的现代农业科技创新对接平台，实现现代农业科技创新与小城镇建设的有力结合。

Abstract: this article with the modern agriculture science and technology innovation platform construction as the Angle of view to study the small town construction, found in the urbanization process of the agricultural population reduced gradually, farmland land use efficiency low, and modern agriculture science and technology innovation can provide the agricultural industry support of construction of small towns, improve agricultural productivity, indirectly benefit farmers, therefore, should break through the traditional to the modern agriculture science and technology innovation research paradigm, build a diversity of modern agriculture science and technology innovation docking platform to realize the modern agriculture science and technology innovation of the construction of small cities and towns powerful combination.

引言

城乡统筹发展具有重要的战略意义，而加强小城镇建设与管理是协调城乡发展的战略选择，小城镇建设，是解决现阶段我国农村一系列深层次矛盾、优化农业和农村经济结构，缩小工农差别和城乡差别，促进城乡经济社会协调发展的有效途径。小城镇建设的出发点和着眼点在于为农业、农村和农民提供服务，实现现代农业科技创新的在农村的运用。农业科技创新是改变农业发展模式、调整和优化农业结构、形成农业发展新思路的前提；小城镇建设中只有聚焦于农业科技创新，才能使各项工作有新的突破。

1小城镇建设进程中存在的问题

1.1小城镇规模扩大，农业就业人口减少

城镇化作为经济和社会发展的产物，不仅是一个地区工业化和农业产业化发展水平的重要指标，更是现代化发展的标志，从国外发达国家城镇化水平发展来看，发达国家城镇化率基本都大于70%，甚至有些国家城镇化水平已达90%以上，目前，城镇化发展已成为衡量一个地区发展水平的重要标志。……
