摘要：城市化进程的加快，合理利用地下空间资源促进城市可持续发展已成共识，为人防工程建设提供了良好的契机。近年来，防空地下室的数量、面积增长迅速，特别在经济发达的地区和城市，繁华的商业地段成为地下空间开发的热点和焦点。文章主要分析了人防地下室给水系统、排水系统及洗消系统的设计要点。

Abstract: the acceleration of urbanization, the reasonable use of underground space resource promote urban sustainable development has become a consensus, for the construction of civil air defense projects provided a good opportunity. In recent years, the number of civil air defense in the basement, area is growing rapidly, particularly in the economic developed area and urban, busy commercial district become the hot spot of the underground space development and the focus. This paper analyzes the water supply system, in the basement of civil air defence drainage system and decontamination vehicle associated designing points of the system.

人防地下室即为保障人民防空指挥、通信、掩蔽等需要，具有预定防护功能的地下室。随着经济建设的迅速发展，城市地上空间变得越来越拥挤，迫使人们开发利用地下空间，这已成为人防的重要组成部分。而高层、超高层建筑在各大中等城市的涌现，使人防工程建设逐步与城市建筑相结合。鉴于人防工程的特殊性。使得与之相联的建筑物因使用功能的不同，在设计上需要采取一些特殊的措施来满足人防战时和平时使用的要求。在《人民防空地下室设计规范》(GB50038-2OO5)中第3.1.6条规定：“与防空地下室无关的管道，不宜穿过人防的围护结构；上部建筑的生活污水管，雨水管，燃气管不得进入防空地下室：凡进入防空地下室的管道及其穿过的人防围护结构，均应采取防护密闭措施。” 无关管道是指防空地下室在战时和平时均不使用的管道。而在高层建筑的给排水设计中，除规范明确规定的上部建筑的生活污水管，雨水管，燃气管不得进入防空地下室外，其余的如生活给水管、消防管等均有可能与人防有关。……
