摘要：本文通过对公路工程桥梁建设过程中安全管理的要点分析，结合多年来从事桥梁工程建设管理工作的经验，提出一套安全管理思路，以利于管理人员在桥梁建设过程中掌握安全控制要点，确保桥梁建设生产活动的安全进行，合理规避管理在桥梁建设过程中承担的风险。

Abstract: this article through to the highway engineering bridge construction safety management in the process of the main points of analysis, with many years engaged in bridge engineering construction management work experience, and puts forward a set of safety management ideas, so as to facilitate the management personnel in bridge construction process to master the safety control points, ensure the safety of the bridge construction production activities, reasonable avoid management in the process of building a bridge of the risks.

引 言：我国的经济建设进入快速发展期，国家对交通基础设施建设的投资明后两年将达到2万亿元，其中道路桥梁建设占很大比重。本文拟从桥梁建设过程中管理部门如何做好安全管理工作，合理规避由安全事故导致管理承担责任的法律和经济风险等方面进行探讨，以资参考。

1 建立健全的安全管理保证体系

(1)在总管理工程师(下称“总监”)的领导下，建立健全安全管理保证体系，由总监担任安全总负责人，对总监办和所属机构及施工现场的安全监督负总责；(2)管理工程师必须通过国家相关部门资格考试，具备相应的资格和能力，能对驻地管理组的安全管理和桥梁施工现场的安全监督负责；(3)管理机构必须配备专业的安全管理工程师，负责处理机构内部和施工现场所有的安全问题，对于无权处理的问题须报上级部门处理；(4)建立管理办公室，负责及时收集有关国家和地方安全管理的最新法律、法规，收集其他类似工程中关于安全管理的成功经验，提出切合本工程实际管理的程序、方法和建议。……
