摘要：要农业机械化是摘现代农业的一个重要的组成部分,在农业现代化中具有举足轻重的作用。在目前的形势下,应该用全新的公共管理的理念来探索我国农业机械化的管理和服务是具有重要的意义。在这样的情况下,农业机械化是什么性质?怎样发展?政府应该农业机械化的管理部门应该如何应对?这些问题在今后对于农业的发展都是巨大的课题。通过对公共管理和农业机械化的分析,明确农业机械化公共管理的服务和目标,并且提出改革发展的现实途径。

In the present situation, should use the new public management concept to explores our country agricultural mechanization of management and service is of importance. 1农业机械化公共管理的概述

1)公共管理的基本概念。在20世纪70年代公共管理在西方兴起和发展,关于公共管理的定义也是各式各样。现代来讲,公共管理师以政府部门为核心,整合社会的各种力量,运用政治、经济、管理的方式,来使政府的治理能力加强,提升政府绩效和管理能力,从而实现公共利益。作为管理来看,公共管理与其他管理在研究的原理和方法等方面,有许多相同点,但是在管理目的、管理性质、管理手段等也有独特的地方。

2)农业机械化的概念。随着农业的不断发展,人们对农业的认识从开始的不了解,看天吃饭,逐渐的加深对其的认识,而农业机械化的概念在不断的被所认识,其内容也在不断的丰富。目前的农业机械化的定义有广义和狭义之分。广义的农业机械化指的是农、林、牧、鱼各个部门实现机械化的过程,依据与农业发展的需求,不断完善农业生产方式,让机械技术和现代管理相结合。……
