摘要：地面测报工作是气象业务、气象服务和科研的基础工作，为了给人们生活、农业生产等提供及时、准确的气象观测数据，必须确保地面测报工作具有高度精确性。因此，本文以提高地面测报工作质量和精确性为目的，结合地面测报工作相关内容，从地面观测队伍建设、规章制度制定与落实、应急预案及地面测报工作注意事项等四个方面探讨与分析了如何做好地面测报的相关工作。

Abstract: the ground work, including a weather business, weather service and the foundation of scientific research work, in order to people''s life, the agricultural production and provide timely, accurate meteorological observation data, must ensure the ground work with high accuracy was established. 地面测报作为一项为气象业务、人们生活和农业生产等服务的工作，其实质就是精确地测定规定时刻各项有关天气要素的变化值，严密监测与记录天气的变化。因此，地面测报本身是一项非常严谨、细致的工作，具有较强的时间性。一旦地面测报工作出现失误或疏漏，往往无法补救，因而显得地面测报工作的精确性尤为重要。由此可见，探讨与研究如何做好地面测报工作具有非常有价值的现实意义。

一、加强地面观测队伍的建设

地面测报工作需要严谨、认真的工作态度，这就要求地面观测人员具有较高的工作主动性和积极性。并且，需要工作人员真心热爱自己的本职工作，抱着一丝不苟的科学态度和高度负责的精神做到实事求是，这是提高测报工作质量的关键。鉴于这一点，需要不断加强地面观测队伍建设，建设一支工作质量高、资料数据测报精确的工作团队。……
