摘要:随着改革开放的不断深化，各地区各部门的建设规模也在不断地扩大。在建设过程中找们发现，有的地区搞重复建设，有的地区大量的浪费资源，还有的地区不惜工本，搞一些与本地区不相适应的豪华建筑物，这些都是建筑管理弱化，效益观念差的一种表现。

本文结合笔者近几年的工作实践，对建筑管理的基础，建筑管理的方法，以及加强建筑管理的相关措施进行了简要探讨。

一、建筑管理的基础

1 以人为本的管理原则

当前，我国政府确立了社会发展的新思路一一科学发展观。新的发展观更加注重社会“以人为本”的全面发展。因此，“以人为本”也是包括建筑行业在内的管理的根本依据。管理实质上是对被管理者的行为一种有意识的控制和调节。“以人为本”是企业管理的根本之道，同样也是建筑管理的基本原则。

2 安全至上的管理底线

安全至上是建筑工程活动中贯彻“以人为本”的逻辑结论。如果工程不安全可靠，那么建筑管理中的价值就无法实现。企业管理者要自觉采取维护安全，防范危险等措施，施工作业时有高度的职业责任感，严格执行安全生产责任制度，强化施工现场安全管理和安全教育，增强工人安全生产意识，以避免安全事故。

3 创优工程的目标

政府应出台相应政策大力提倡优质工程评选活动，为建筑施工企业减轻评优成本，通过鼓励创优工程来促进行业技术及施工管理水平的提升，增强企业市场竞争力，同时也可提升民生幸福指数和对政府满意度指数。……
