摘要：住宅建设既是小城镇居民安居乐业的“民心工程”，又是小城镇建设子女的增长点。因此，如何按照党中央提出的“小城镇，大战略”思想大力开展城乡一体化建设，提高住宅质量这两文章，以此拉动小城镇建设的快速发展，乃是摆在我们面前的一个重大课题。本文结合辽东半岛小城镇住宅质量建设中存在的质量问题及其原因，几点对策进行探讨，以企与业内同仁商榷。

Abstract: the residential construction is not only an residents of the small towns diiulio "popular project", it is the small town construction children''s growth. Therefore, how to put forward according to the central party committee of "small town, big strategic" thought to develop urban and rural integration, and improve the quality of housing the two articles to pull the small town construction of rapid development, but we have to face a major issue. Combining with the small towns of the liaodong peninsula housing quality existing in the construction of the quality problems and causes, and some countermeasures are discussed, in order to stand with industry in the colleague to dispute.

一：当前小城镇住宅建设中存在质量问题及其原因

（一）、质量意识单薄模糊。一方面，个别地区、个别领导对建筑工程质量问题不够，只是片面准求住宅建设速度、立面造型、建筑特色，大搞“献礼”工程，形象工程，不按建筑施工程序建设。另一方面，大多数房东户缺乏相关的法律知识和建筑知识，质量知识单薄模糊，有的为了图省事，少花钱，让一些“三无”的非法施工队和个体建筑老板承包工程，这些“花台班子大部分没有专业技术知识，以至于在工程建设中存在许多质量问题，主要表现在：

1、基础处理不当，很多私人住宅建设受技术资金的制约，没有正规地质部门的地质勘探资料，无正规建筑施工图纸，施工时或者报着侥幸心理，大致差不多，挖至一定深度就装基，或者参考别处资料为己所用，岂不知建筑最关键的基础处理糊里糊涂，导致了建筑物选址的盲目性和基础确定的不科学性，如基础的形式、断面……
