摘要：长期以来，随着经济社会建设的不断深入，各地固定资产投资快速增长，政府投资审计工作得到了迅速发展，审计方式、内容、方法和程序等已日趋成熟和完善。政府投资审计实践成果也相当丰富，多年来揭露和查处了大量违规违纪问题，对规范建设资金使用，加强建设项目管理，维护建筑市场秩序，提高政府投资效益，都起到了积极的作用。近年来跟踪审计模式进入了审计机关，日益受到审计部门的重视，目前我市一些政府投资重大项目均采用跟踪审计，取得了一定的成效。

Abstract: for a long time, with the deepening of economic society construction, local rapid growth of investment in fixed assets, the government investment audit work have developed rapidly, the audit methods, contents, methods and procedure of has become increasingly mature and perfect. The government investment audit practice achievement also quite rich, for many years to expose and dealt with a large illegal disciplinary problems, to regulate use fund construction, strengthen the construction project management, maintaining construction market order, and improve the benefit of investment, have played a positive role. In recent years the track audit patterns into the audit institutions, is being audit departments pay, at present our city some government investment projects are the major track audit, and have achieved some results.

关于跟踪审计的定义，目前理论界还没有形成一致的看法。国内对跟踪审计的研究大部分集中在工程项目上。在工程项目跟踪审计的理论研究中，研究的对象也有差异，有的研究工程项目全过程跟踪审计，有的则仅限于施工阶段跟踪审计。

一、建设项目跟踪审计的定义及作用

建设项目跟踪审计，是指独立的审计机构和审计人员（含配合审计部门协审的社会中介机构和专业人员）运用审计技术，依据国家的有关法律、法规和制度规范，对建设项目从投资立项到竣工交付使用各阶段经济管理活动的真实、合法、效益进行审查、监督、分析和评价的过程。目的是有效控制和真实反映工程造价，维护合法权益，完善建设项目管理，提高投资效益。

建设项目跟踪审计有效提高了项目建设的质量和效益，有效避免了事后审计“虽然查出问题，但己既成事实，纠正起来难度较大”这一难题，因此其自诞生开始，就得到了社会的普遍好评。……
