摘要：随着我国经济的发展和人口的增长，农业发展显得至关重要，水利是农业的命脉，水利基础设施建设配套完善在防洪、灌溉等方面发挥了很大的作用，特别是对发展农村经济，促进农业产业结构调整和新农村建设等方面起着重要作用。在水库的建设过程中，我们应该把握好中小型水库的质量，对促进我国工农业经济发展至关重要。

引言：目前，中小型水库的建设主要面临以下问题，首先是水库建设过程中的用度比较紧张，由于资金方面的短缺，导致了施工装备以及实验装备落后，在工程检查过程中，缺乏强有力的检测方法，更多的是凭借检测人员的工作经验和个人判断作用。在工程监理方面，其监理工程水利项目不够高度重视，而现场监理的人员较其他监理工程项目来说，相对较少。再则就是水库工程建设过程中，往往会出现工程转包和分包现象，这些承包商大都是未经严格通过资质审查。这也给工程监理工作人员带来了极大的困难，使其不能够把握到工程质量的度。 除此之外，由于工期的原因，大多数的水利工程项目由于抢进度，导致工程项目不能够按照正常的施工工序进行，比如为图省事在混凝土程度施工缝面不设键槽等现象。
