摘要：随着国民经济的快速发展和社会主义市场经济改革的不断深化，市政工程建设也呈现出蓬勃的发展趋势，对于改善当地居民生活水平、拉动经济增长以及提升城市整体形象具有重要意义。为了实现市政工程建设项目的经济性和效益性，必须从工程造价控制着手，在确保工程质量、进度、安全的前提下降低造价成本。基于此点，本文市政工程造价控制的措施进行探析。

Abstract: along with the rapid economic development of socialist market economy and the deepening of the reform of the, municipal engineering construction is also presented the vigorous development trend, to improve the local people life level, promoting the economic growth and upgrade the city image is of great significance. In order to realize the municipal engineering construction projects economy and profitability, must from the project construction cost control in hand to ensure the engineering quality, progress, safety under the prerequisite of the lower cost cost. 市政工程属于国家基础设施建设，主要包括公共交通设施、绿化、给排水、燃气、照明等基础设施建设，同时这也是城市可持续发展的必需物质基础。由于市政工程具有投资数额大、工程质量要求高、施工工艺复杂等特征，加之随着市政工程投资方式的日趋多元化，工程造价控制已成为工程建设所必须面对的重大问题。借此，本文就市政工程造价控制展开探讨。

一、当前市政工程造价控制的现状分析

目前，随着我国城市化建设进程的不断加快，市政工程随之增多，其造价控制过程中的问题也随之凸显，这些问题主要体现在以下几个阶段当中。

（一）招投标阶段的问题

在工程项目招投标的过程中，有些不具备建设资质的承包商受到利益的趋势，在承包工程后将之转包给有资质的建筑商，这样形成了一种层层盘剥的局面，从而导致了最后的承包商所能得到的承包价格非常之低。在此前提下，建设方为了进一步缩减开支，便会雇佣一些十分廉价的劳动力，并采购一些质量较差的原材料，这给工程项目埋下了严重的质量隐患。……
