摘要：二十一世纪是信息时代，是知识经济时代，其社会发展速度超越了以往任何一个年代。伴随着经济的飞速发展，城市建设正如火如荼地在进行，而城建档案系统也由传统性向现代性逐渐转型，作为我国改革开放窗口城市的深圳，正通过利用现代互联网络、信息技术平台将传统城建档案资料实现信息化、数字化，从而探索数字化城建档案馆建设的蓝图构想，强调数字化整合，集成化管理的科学运行模式。

一、前言

数字化城建档案馆，是现代城建发展过程中产生的新事物，它以传统型城建档案馆为基础。经历风雨二十载，其历程经过了从无到有、从小到大、从传统型管理到现代化智能服务，我国城建档案系统获得全面而又长足的发展进步，无论是实践经验的积累，还是理论成果的创新，无论是工作人员的合理配置，还是先进科技的成功应用，无论是馆藏建设投资力度，还是新技术开发研究，实事求是地说，其取得的成绩令人振奋，摆在眼前的成就让人有目共睹。然而，在以信息技术为主导的新世纪里，社会结构在稍瞬即逝间便会发生翻天覆地的变化，随着社会的发展，市场经济体制的建立和完善，必将推进城乡一体化，同时社会信息化普及率的不断提高，逐渐使得公众法律意识和信息权意识觉醒，城建档案工作在日益社会化的过程中，也给我们城建档案系统带来了机遇，同时也带来了挑战。……
