摘要: 随着法制建设和企业管理制度的逐步完善，物资采购活动日趋“阳光化”，但在物资能否确实满足企业生产需要方面却还有许多工作要做。“重使用轻监督”，就是过分依赖物资采购人员自身的思想道德的影响，而忽视在监督管理制度方面的制约作用，许多监督管理制度只停留在了文字上，而忽视在实际工作中的落实。因此，对企业降低经营成本具有十分重要的作用。本文针对物质采购供给过程问题提出一些加强物质采购监管的具体措施。

Therefore, for the enterprise to reduce the operational cost plays a very important role. Based on the material procurement and supply problems puts forward some strengthening material procurement supervision measures.

引言：物资采购管理工作是一项复杂繁琐的工作，在企业生产经营活动中，一方面要降低材料成本，一方面要保证生产物资的正常供应，难度是可想而知的。只有我们以企为家，认真真真、诚诚恳恳的工作，就能够在保证生产供给的同时降低材料成本，实现企业控制材料成本的管理目标。现代管理的基本要求，也是对采购管理人员的有效保护措施。因此，这一制度的建设理应引起我们的高度重视。

1 企业物资采购监督与管理存在的问题

通常意义上讲，企业物资采购主要是指企业对生产经营所需的各类物资器材的购买、管理等方面的行为，但在实际的工作中其包含内容不仅仅如此，还应有对采购物资的保管、使用等内容。但由于企业一直在物资采购方面重购买、轻管理等因素的影响，导致企业在物资采购管理和监督工作方面还有很多的问题，亟待解决。……
