摘要：2012年之初，山东省惠民经济开发区深入开展“基层组织建设年”和“干部作风改进提升年”活动。认真贯彻落实中央“基层组织建设年”提出的“强组织、增活力、惠民生、促发展、保稳定”这一主题。对开发区管辖规模较大的28家企业，按着县委“基层组织建设年”的部署和要求，成立党支部，组建党建办公室。发挥党组织在非公有制企业中的作用，增强企业的凝聚力，向心力和竞争力，实现开发区企业党组织100%的全覆盖。为党的十八大胜利召开，献一份厚礼！

今年是实施“十二五”规划承上启下的关键之年，是党的十八大召开之年，也是市县乡三级换届之年。在这个特殊的年份，我们应进一步转变观念，努力打造投资“洼地”， 服务 “高地”，着力为投资者提供优质高效服务。那么，作为我们开发区党群工作部这一职能部门，如何更好的为企业发展保驾护航，如何使企业的党组织发挥更大的作用？这是摆在我们面前的重大研究课题。
