摘要：中小城市传统的控制性详细规划普遍存在着缺乏横向和纵向衔接、大而全的控制内容与市场的弹性需求存在矛盾、容积率指标的制定缺乏依据的问题，给规划管理实践带来了很多困惑。控制性详细规划在城市规划建设中具有重要作用，它既深化、细化了总体和分区规划，又指导和控制修建性规划的编制，确保了规划体系的完善和延续。文章针对分析了小城市控制性详细规划中所存在的问题，并提出一些规划思路和对策。

1 控制性详细规划在城市规划管理中的作用

城市控制性详细规划是以城市总体规划、分区规划为依据，以落实总体规划意图为目的，以土地使用控制为重点，详细规定建设用地性质、使用强度和空间环境，强化规划设计与管理的结合、规划设计与开发的衔接，将总体规划的宏观控制要求转化为微观控制的规划编制层次。城市控制性详细规划是连接总体规划与修建性详细规划的承上启下的关键性编制层次，是规划与管理、规划与实施衔接的重要环节，是规划管理的依据，是体现城市设计构想的关键。

城市控制性详细规划的出现，其作用有四：一是成为城市国有土地使用权出让转让的基本依据；二是提高了规划的弹性，增强了可操作性，缓解了规划实施的稳定性与政府任期政绩的显化性之间的矛盾，适应了由投资主体多元化带来的利益主体多元化和城市建设思路多元化对城市规划造成的冲击；……
