摘要：随着环保要求的日益严格，必须要注重对传统技术和设备的改进，运用高新技术的应用和现场实际要求的有机结合，促进环保技术更加完善，只有这样才能保证环保工程检测指标符合标准要求。通过不断的创新制度，有效地促进了环保工作的开展，将同时设计、同时施工、同时投产的环保建设工作落到了实处；在生产建设发电的过程中，始终把环境生态保护放在重要位置，将环境生态效益作为可持续发展的重要内容。

0 引言

随着国家政策与管理体制的调整，全民环保意识的提高，环境保护工作越来越得到重视。特别是针对当前我国在环境方面所面临的严峻形势，党和政府已清醒地意识到环境保护的重要性和迫切性，不仅把环境保护列为我国的基本国策，提高全民的环保意识，而且不断颁发、修订各项环保法规、条例和标准，形成了以《中华人民共和国环境保护法)》、《中华人民共和国水污染防治法》、《中华人民共和国大气污染防治法》、《火电厂大气污染物排放标准》， 《中华人民共和国海洋环境保护法》和《排污费征收使用管理条例》等为主要框架体系的环境保护法律体系。而作为对环境保护有着较大影响的发电行业，也受到了公众越来越

多的关注。在近几年的发电高速发展的同时，作为占全国总装机容量7．1 3亿kw中78％的发电机组的环境污染与对生态的影响问题，越来越成为人们高度重视的焦点。……
