摘要：水利工程建设有其特殊性，施工企业必须把握水利工程的特点进行工程项目的施工管理。施工企业要加强对工程项目的施工管理，严格基建程序，严格质量管理，处理好与参建各方的关系，缩短工期，减少施工成本，以保证施工企业工程施工顺利进行，提高其社会和经济效益。

Abstract: Water conservancy project construction has its particularity, which the construction enterprise must grasp to conduct the construction management of water conservancy project. 一、水利项目施工管理的特点

健全、完善的监理制度能够切实提高水利工程的质量管理水平，能够有效地控制工程质量、进度等方面的问题。鉴于现目前监理存在的诸多问题，笔者结合实践经验提出以下对策：加强组织建设，完善监理资质和管理体系，加强施工队伍技术培训，提高自身素质，严格施工质量控制，努力建设监理队伍，确保安全生产，文明施工。

水利施工项目管理的主体是水利施工企业，其管理对象是水利施工项目。水利施工项目管理有如下特点：

1、水利施工项目管理的对象大多地处偏远、经济落后地区，建设周期相对较长，一般都有度汛要求，也就是说工期的要求非常严格。

2、水利施工项目的复杂性对项目管理提出了更高的要求。企业必须培养和选派高素质的项目经理，组建技术和管理实力强的项目部，优化施工方案，严格控制工期、成本、质量、安全等，才能顺利完成工程施工任务，确保实现项目管理的各项目标任务。
