摘要： 随着中国市场经济加速发展，市场竞争越来越激烈，物资采购成本问题成为影响企业经济效益的大问题。在满足物资质量与功能需要的前提下,控制和降低采购成本,是物资采购工作追求的一个非常重要的目标。如何最大限度的降低采购成本是每一个企业都面临的普遍问题，本文通过物资采购流程控制、影响物资采购成本因素等方面来谈谈控制和降低物资采购成本的方法。

Abstract: with the accelerated development of Chinese market economy, more and more fierce market competition, material purchasing cost problems become influence economic efficiency of enterprises big problem. Meet the quality and function in materials need, under the premise of control and reduce the cost, is material purchasing work of the pursuit of a very important goals. How to maximize the lower procurement costs is each enterprise all face common problems, this paper through the material purchasing process control, influence material purchasing cost factors to talk about control and reduce material purchasing cost method.

在工程企业，项目物资包括:建筑安装实体消耗的物资；实施性施工组织设计中规定的临时工程消耗的物资；虽不构成建筑安装实体但有助于产品形成的辅助材料；生产用低值易耗品；周转材料。物资占工程成本比重约计60%～80%之间，对工程利润影响很大，随着工程审计力度的增加，通过节约物资的数量来达到降低成本的目的是越来越难，因为物资数量节约的过大，就意味着有工程变更或偷工减料行为的发生。通过什么手段降低物资的成本呢？控制物资的采购成本，无疑是一条最佳的途径。

物资采购成本的控制，就是在保证物资供应质量和满足正常工期要求的前提下，通过严把采购价格关和有效控制采购数量关，达到降低采购成本、节约资金占用的目的，即在通过招议标选择供应商或签订合同过程中，要关注供应商的经济实力、资金垫付能力和履约能力，尽量不出现预付款、不支付定金或力求货到付款、延期付款。……
