摘要：随着国家建设工程监理制度的推行和发展，建设工程项目的管理水平有了很大的提高，工程监理制度也得到了大家的认可，但是市场经济的不断发展对项目管理的要求也逐渐提高，建设工程监理面临着巨大的挑战。建设工程项目管理与工程监理之间既存在联系又有着区别，工程监理向项目管理方向发展是社会发展和建筑企业自身发展的需要，但首先要明确项目管理和工程监理的界限，才能避免工程监理发展过程中出现的问题。本文从基本概念、业务范围、服务对象、法律地位、要求资质几个方面分析了项目管理与工程监理之间的关系，希望对工程监理企业的发展提供一定的帮助。

Abstract: with the national construction engineering supervision system and the implementation of the development, the construction project management level have greatly increased, engineering supervision system also got the recognition, but the development of the marketing economy to the requirements of the project management also gradually improve, construction project supervision is facing enormous challenges. The construction project management and project supervision between existing contact again have the difference, project supervision to the project management direction is the social development and construction enterprise development needs, but should make clear the project management and project supervision limits, can avoid the engineering supervision in the process of the development of the problem. This article from the basic concept, the business scope, service object, legal status, analyzes the qualification requirements for project management and project supervision, the relationship between the hope for the development of engineering supervision enterprise provide some help.

工程监理向项目管理方向发展有利于监理企业的发展壮大，但不是所有的监理企业都适合向项目管理方向发展的，片面的认识和盲目的追风只会使监理企业的发展受到制约，因此，企业要明晰项目管理与工程监理的联系与区别，根据自身实际情况向项目管理的方向发展。

一、建设工程项目管理与建设工程监理的概念不同

建设工程项目管理是指建设单位委托项目管理企业根据合同中的规定对本次项目进行全方位的管理，包括在项目决策阶段编制可行性研究报告，对该项目进行可行性和分析和研究；在项目施工阶段为建设单位提供全面的服务，主要有项目设计、代理招标、采购阶段的管理、施工过程管理、项目竣工阶段的管理等等，代表了建设单位对项目的管理，使项目的安全、质量、进度、费用等得到合理的控制；……
