摘要：随着建筑项目的不断增加，建筑施工过程中的安全问题也逐渐显现出来。如何进行科学的施工安全管理已经成为现代建筑施工企业面临的主要问题。本文阐述了建筑安全施工的重要性及如何建立、健全建筑施工安全生产技术管理措施，以规范安全生产行为，以期从根本上减少建筑事故的发生，降低对施工人员安全的影响程度，达到有效提高经济效益及社会效益目标。

This paper expounds the importance of building construction safety and how to establish and perfect the construction safety production technology management measures to regulate behavior of production safety, to fundamentally reduce construction accident and reduce the influence of the safety of construction personnel degree efficiently, to improve the economic benefit and social efficiency targets.

建筑工程项目由于其规模大、周期长、生产的单体性和复杂性等特点，在施工过程中存在着许多不确定因素，比一般产品生产具有更大的风险。特别对于现代建设项目，无论是在规模、技术复杂性、资金投入、资源消耗量还是影响范围方面，都比以往任何时期要大得多，所存在的风险比以前增加了许多，导致的损失规模也越来越大。因此建筑工程项目是一个安全风险十分密集的领域，其中施丁阶段是建设项目全过程中安全风险最密集，发生安全事故最多的一个阶段，因此针对建筑工程施工阶段的安全风险管理与防范的研究有着更加迫切的现实意义。认真学习、贯彻执行国家和上级有关安全技术及安全操作规程规定，保障施工生产中的安全技术措施的制定与实施。加强领导，采取有力措施，预防和遏制各类事故发生，减少人民群众生命安全和财产损失，促进经济发展，维护社会稳定。……
