生态环境是承载经济社会发展的基础，与人类文明的发展密切相关。生态环境的破坏，最终会导致人类生活环境恶化，影响到经济社会的可持续发展。因此，加强小城镇的生态环境建设,既能促进小城镇的健康发展、利于全面实现建设小康社会的目标，也是改善农村环境、贯彻落实科学发展观的具体表现。开展小城镇环境综合整治，发展生态产业，建设生态人居，提倡生态文明，能更好地实现城乡协调发展，促进人与自然和谐发展，使人们在良好的环境中生产、生活。

一、北流市生态环境现状

近年来，随着改革开放的深入，北流市乡镇企业、民营企业发展迅猛，形成了以水泥、砖瓦、土纸、陶瓷、胶粒为主要行业的工业企业群体，为北流市增加财税收入的同时，也给北流市的生态环境增加沉重压力；为北流市在区内外赢得“建筑之乡”、“陶瓷之乡”美誉的同时，当地的老百姓却在喝不洁之水、呼吸浑浊的空气、饱受黑烟、粉尘污染的痛苦。……
