摘要：工程设计是建设项目进行全面规划和具体描述施工意图的过程,是工程造价全过程控制的关键阶段。工程造价控制贯穿整个建设过程，但在可行性研究报告被批复后，设计阶段成了投资控制最关键的阶段。据研究统计,设计费虽然仅占全部投资的1.6%-4.5%,但它对工程造价控制的影响程度却高达75%。由此可见,认真做好工程设计,使设计的产品工艺先进适用、经济合理,对控制建设项目的工程投资极为重要。

Abstract: the engineering design is a construction project planning and comprehensive description construction the intentions of the process, is project cost control process of the critical stage. Project cost control throughout the whole construction process, but in reply to the feasibility study report was, after the investment control in the design stage of the most key became a stage. According to statistical, design although accounted for only 1.6% of the total investment-4.5%, but it to the influence degree of the project cost control are as high as 75%. This shows, do the engineering design, the product design process is advanced, reasonable economy, to control construction engineering project investment is very important.

随着我国加入WTO以来，特别是项目法人制度的建立，建设工程的投资控制越来越受到人们的重视。工程招投标法规的颁布实施，施工阶段工程招标监理制度的完善及工程结算的全面审核，使得工程投资在事中及事后得到较好的控制，但是作为事前投资控制的设计阶段，仍未得到人们足够的重视。笔者根据工作实践，提出了设计阶段的工程投资控制措施。

推行价值工程

改变重技术轻经济的设计观念，在建筑设计中引入价值工程的概念。价值工程是以提高产品或作业价值为目的，通过有组织的创造性工作，寻求最低的寿命周期成本，可靠地实现使用者所需功能的一种管理技术。

这里的“价值”是指功能与实现这个功能所耗全部费用（成本）的比值。其表达式为：V=F/C

式中：V—价值

F—功能（一种产品所具有的特定职能和用途）

C—成本（从为满足用户提出的功能要求进行研制、生产到用户所花费的全部成本）
