摘要：地球的生态环境平衡是人类生存和发展的条件，保护和建设好生态环境，实现可持续发展，是我国现代化建设中必须始终坚持的一项基本方针。而主要污染物减排是贯彻落实科学发展观，实现科学发展的重要举措，是调整经济结构、转变经济增长方式的突破口， 更是构建社会主义和谐社会的迫切需要。本文以北流市为例，阐述了如何以环境倒逼机制推动产业转型升级，切实防范环境风险，加快调整产业结构，加快发展低碳经济和绿色产业，以满足社会可持续发展的需要。

Abstract: the ecological environment of the earth is balance to human survival and development condition, protect and constructing ecological environment and realizing sustainable development, it is our country modern construction must always adhere to a basic policy. While the main pollutant emission reduction is implementing the scientific concept of development, realize the important measure of scientific development, is the adjustment of economic structure and change the mode of economic growth breakthrough, is constructs the socialism harmonious society of urgent need. In this paper, north of flow as an example, this paper expounds how to promote environmental DaoBi mechanism transformation and upgrading of industry, to prevent environmental risks, and speed up the adjustment of industrial structure, to speed up the development of low carbon economy and green industries, to meet the need of sustainable development of society.
