摘要：养老保险全国统筹问题一直是近年来民众关心的热点问题。随着我国经济改革的深化以及城镇化进程的不断加速，劳动力的跨区域、跨行业流动就业已经成为常态，与此同时，养老保险参保者对养老保险关系实现全国统筹的需求也越来越迫切。本文就现行基本养老保险统筹层次低导致的诸多问题出发，论证了基本养老保险实现全国统筹的重大意思和可行性，并就其面临的现实困境，提出了协调区域经济平衡发展，明确中央政府与地方各级政府职责,立法确立时间表，养老保险账户的“完全转移”，和建立全国统一的信息化管理手段等一系列对策，来实现基本养老保险的全国统筹。

Abstract: endowment insurance as a whole has been the problem in recent years for popular hot issue. Along with our country economy and the deepening of the reform of the urbanization process has been accelerating, workforce across regions, cross-industry flow and employment has become the norm, at the same time, the endowment insurance of endowment insurance participants related to realize the national plan as a whole demand is more and more urgent. This paper is the current primary endowment insurance to plan as a whole to the low level of many problems in the paper, according to the basic endowment insurance as a whole the important meaning realize and feasibility of the dilemma of the face, and put forward the coordinate development of regional economic balance, made clear the central government and the local governments at all levels duty, legislation established schedule, endowment insurance account "completely transferable", and create a unified national informatization management means and so on a series of countermeasures to realize the basic endowment insurance of the national plan as a whole.

养老保险全国统筹问题一直是近年来民众关心的热点问题。随着我国经济改革的深化以及城镇化进程的不断加速，劳动力的跨区域、跨行业流动就业已经成为常态，与此同时，养老保险参保者对养老保险关系实现全国统筹的需求也越来越迫切。我国的养老保险制度在现实中己无法解决流动就业劳动者的养老保险问题，如何逐步提高社会保险统筹层次，实现全国统筹是当前社会的热点问题，也是完善我国养老保险机制，改善劳动力自由流动的客观要求。不解决基本养老保险全国统筹问题,就不可能真正解决现阶段劳动力市场不统一、劳动者基本养老权益受损、养老保险费率总体偏高、各地负担轻重不一以及制度自身难发展等问题。……
