摘要：建设工程造价是贯穿于建设全过程的管理，即从设计任务书，投资估算开始至项目竣工结算为止的整个过程。建设项目工程造价的合理确定和有效控制是工程建设管理的重要内容。始终贯穿于工程造价管理的全过程。只有合理确定工程造价，通过有效手段控制好各阶段建设费用，才能达到理想的目的，确保建设项目保质按期完工。

Abstract: construction engineering cost is throughout the whole process of management in construction, that is, from the design plan descriptions, investment estimation began to project completion and settlement of the whole process so far. Construction project construction cost and the reasonable determination of the effective control of project construction and management is an important content. 所谓工程造价的合理确定，就是在建设程序的各个阶段，合理确定投资估算、概算造价、预算造价、合同承包价、结算价、竣工决算价。

1 我国工程造价管理现状

（1）目前我国工程造价管理重点在建设项目实施阶段，只重视建设项目的承包价、实施过程的变更造价以及结算价，而对工程可行性研究阶段和初步设计阶段造价管理没有给予足够的重视，产生这种现象的根源是一些人存在着一个错误的认识，即可行性研究阶段的投资估算和初步设计阶段设计概算是虚拟资金、是准现实的，而在建设项目实施阶段所发生的资金才是真实的。

（2）工程造价管理一直重视造价的控制，轻视造价的合理确定，没有处理好二者的关系，使我们陷入了一个死循环，我们一直在寻找控制工程造价的方法，但收效甚微，因而出现了头疼医头，脚疼医脚的片面现象。很少有人提到工程造价失控的一个重要原因是我们没有足够重视可行性研究阶段和初步设计阶段工程造价的合理确定。……
