摘 要：随着我国经济和城市化进程的不断加快的,市政道路建设工程量也随之不断加大。市政基础设施是提升城市品位，健全城市运行功能，改善居民生活质量最主要的内容之一，是保证城市持续发展的前提。优质的市政设施对城市的繁荣、经济的发展、人民生活水平的提高有着极其重要的作用。它的质量好坏事关人民群众生命财产安全及公共利益，也直接影响着政府在人民群众中的形象。因此，探讨如何加强市政工程的管理，确保工程建设的质量，是市政工程建设面临的当务之急。

Its quality is related to people''s lives and property safety and the public interests, but also directly affect the government the figure in people. 一、市政工程质量管理存在的问题

从承包商来看，只追求利润，偷工减料，根本不管质量，为迎合业主要求，盲目赶进度，很少努力抓好施工质量。有的施工单位管理能力差，分包商就更差。施工现场缺少技术和管理人员，有的甚至连资质都是借来的。市政工程施工环境复杂，要求现场技术管理人员要有足够的施工经验。而有的施工单位靠关系，拿下工程根本不把监理监督单位放在眼里，为所欲为，施工单位不按投标组织设备投入，施工设备投入的质量和数量都存在问题。

从监理单位来看，现在市政工程监理人员的综合素质参差不齐，监理人员腐败和违规现象较多。现场监理单位的责任大，权利有限，能力不足是普遍存在的现象。监理在工序质量控制方面往往力度不够。在实际工作中的现状，常规的工序验收制度是监理对质量进行有效控制的基本条件。……
