[摘要]随着社会经济的快速发展，城市发展迅速，城市规划至关重要。长久以来，我国城市规划是在政府的主持协调下秉着建设“人民的城市”的目的而进行的。从根本上说，城市规划是为了能更好的为人民服务，给公众提供方便。随着现代社会公民的民主意识与参政意识的增强，城市规划渐渐由权力主义泛化为全体民众的公共意志，研究城市规划中如何实现公众参与意义重大。

[Abstract] With the rapid social and economic development, the rapid urban development, urban planning is essential. For a long time, China''s urban planning is hosted by the Government under the coordination of faith building "the people of the city," the purpose of conduct. Fundamentally speaking, urban planning in order to better serve the people, to provide convenience to the public. With the enhancement of democratic consciousness and awareness of political participation in modern society, citizens, urban planning gradually by the authoritarian generalization of the common will of all people on the city planning how to achieve public participation is of great significance.

社会主义民主的本质与核心是人民当家作主。城市规划过程中的公众参与是人民当家作主的体现，它强调公众参与城市规划的决策和管理过程，使公众自下而上的参与和政府部门自上而下的管理形成合力，以此来促进社会的和谐发展。其实质是指，在社会分层、公众和利益集团需求多样化的情况下采取的一种协调对策。实施公众参与城市规划意义重大。下面笔者将就如何实施公共参与城市规划提出自己的几点看法和建议。

第一、从法律上肯定公众参与应有的地位，完善相关法律法规。

随着我国民主法制建设进程的加快，人民参与国家公共事务的民主意识得到了进一步提高。只有公众真正意识到了自己的主人翁地位和责任感，才会自觉参与其中。公众参与城市规划得到实质性的提升，应做好以下两点：
