摘要：社会保障制度是现代国家的一项基本制度，社会保障制度是否完善已经成为社会文明进步的重要标志之一。在我国，社会保障工作直接关系到坚持党的全心全意为人民服务的宗旨，关系到维护人民群众的切身利益，关系到保证改革开放和经济建设稳定发展的大局。社会保障体系是否健全，这方面的法制是否完备，对国家的经济发展和社会稳定，会产生直接的影响。

Abstract: The social security system is a basic system of the modern state, the social security system is perfect and has become one of the important symbol of social civilization and progress. In China, the social security work is directly related to the purpose of serving the people wholeheartedly uphold the party''s relationship to the vital interests of safeguarding the people, relationships to ensure stable development of the overall situation of reform and opening up and economic construction. The soundness of the social security system, the legal system is complete, will have a direct impact on the country''s economic development and social stability.

为解决施工企业劳动保险负担畸轻畸重问题，为切实解决施工企业劳动保险费用的来源、促进社会稳定和建筑业发展促进社会保障体制的建立，为各类建筑企业创造平等竞争的环境，规范建筑市场秩序。为进一步完善社会保障体系，加强建设工程定额社会保障费的管理，维护建筑业企业及其从业人员（含农民工）的合法权益，根据建设部关于印发《建筑安装工程劳动保险费用管理办法》的通知(建人[1996]512号关于印发《建设部关于加强建筑安装工程劳动保险费用统一管理工作》的通知）(建人［1997］301号有关规定和建筑安装工程计价实行预算制的特点)。实行工程建设项目社会保障费的统一监管，保证企业及时、足额计提国家规定的社会保障费。工程建设项目社会保障费要专款专用，专项管理。

在管理过程中，编制施工图预算、投标报价、标底价（拦标价）、调整确定合同价和办理工程价款……
