摘要：21世纪是海洋的世纪，沿海各国（地区）都高度重视海洋经济的发展，纷纷把建设海洋强国（地区）作为国家（地区）的长期发展战略。山东省作为我国海洋经济大省之一，发展海洋经济既有紧迫性、现实性，也有必要性。本文通过分析国内外不同国家和地区在发展海洋高新技术产业方面的现状和发展特点，提出了对山东省发展海洋高新技术产业方面的几点启示。

Abstract: The 21st century is the century of ocean. The coastal countries (region) all attaches great importance to marine economic development, regarding the construction in marine power (region) as a long-term development strategy of the nation (region). Shandong province, as one of the marine economy provinces, is with urgency, reality and necessity to develop marine economy. Based on the analysis of the present situation and development characteristics of developing the marine high and new technology industry in various countries and regions at home and abroad, this paper puts forward several suggestions for developing marine high and new technology industry in shandong province.

随着世界经济不断发展，海洋经济的开发逐渐受到各国政府的重视，全球海洋经济产值由1980年的不足2500亿美元迅速上升到2005年的1.7万亿美元，海洋经济对全球GDP的贡献率达到了4%。挪威通过开发海洋石油，一举摘掉了穷国的帽子，成为北欧富国之一，目前70%的国家财政来自海洋的开发利用；日本海洋经济已占该国GDP的14%。通过分析国内外各国家（地区）海洋经济发展的现状和趋势，对我省发展海洋高薪技术产业提出策略建议[1][2]。

1世界海洋经济发展的特点和趋势

1.1 世界海洋经济发展迅速，已经成为各国国民经济的重要组成部分

自80年代以来，为了适应《联合国海洋法公约》所建立起来的国际海洋法律新秩序和海洋高技术产业化步伐加快的新形势，美国、日本、英国、法国和德国等国家分别提出优先发展海洋高技术的战略决策[3]。
