摘要：随着我国市场经济体制的不断完善，公路作为国民经济发展的重要基础设施正日益发挥着极其重要的作用。公路工程施工是一项复杂的技术、经济活动，具有流动性强、协作性高、周期长、受外界干扰及自然因素影响大等特点，同时涉及到众多的社会主体和多变的自然因素，会受到物质、技术条件的制约。因此，如何根据公路施工的特点，加强施工现场管理、将施工各要素进行科学、合理地安排，在一定的时间和空间内有组织、有计划、有秩序地开展施工，实现工程项目快速、优质、低耗，已成为公路建设者普遍关注的焦点。

Abstract: Along with the constant perfection of our market economy system, highway as the important infrastructure of the national economy is playing more and more important role. The highway engineering construction is a complex technology and economy activity with the characteristics of strong liquidity, high coordination, long cycle, large external interference and natural factors influence. And at the same time, it involves numerous social subjects and the changing natural factors, and be affected by material and technical restrictions. Therefore, according to the characteristics of the highway construction, it draws general attention how to strengthen the construction management, reasonably and scientifically arrange the construction elements, develop the construction in a certain time and space with organization, plans and order to realize the project with rapid speed, high-quality and low consumption. 下面着重就施工单位在公路工程施工现场管理中应注意的问题作一阐述。

一、进行充分的施工准备

施工现场管理贯穿于工程施工的全过程，充分的施工准备是管理好施工现场的基础。施工单位只有通过充分的施工准备，才能保障施工过程的连续、协调、均衡和经济。在进行施工准备工作中应注意以下问题：

1、要建立严谨、规范的内部约束、考核、激励机制，用制度管人，用规章管理工程。

2、要补充调查工程沿线影响施工的因素，标注出平面位置图，并进行分析、论证，写出调查报告，作为修订施工方案、编制施工控制预算的依据。

3、研究施工图纸，吃透设计意图，澄清图纸中的问题，恢复定线和施工放样。对所有控制点进行加密、保护、记录。

4、根据施工合同协议和现场调研认真编制施工控制预算，作为控制支出、进行成本预测分析、经济核算以及统计工程进度的依据。……
