摘要：随着我国经济的快速发展，城乡一体化的建设受到国家高度关注，作为“城市之尾，乡村之首”的小城镇也显示出其核心地位。至此，各级政府纷纷贯彻国家方针政策着力建设小城镇并更多的投入到小城镇规划的工作指导中。但是，在城市化进程快速发展的今天，影响小城镇发展的因素也不断的涌现出来，这也意味着我们应当采取新的措施来指导小城镇使其健康稳定的发展。

关键词：小城镇；建设管理；绿色小城镇

Abstract: Along with the rapid economic development of our country, the construction of the urban and rural integration has drawn high attention of the nation. As "the tail of the city, and the head of the country ", the small towns is showing its core status. So far, the governments at various levels have implemented the state policy of focusing on small towns construction and devoting to the guidance of planning. However, in todays rapid development of urbanization process, there appears increasing factors influencing the development of small towns, which means that we should take new measures to guide the health and stable development of small towns.

引言

近几年国家加大对小城镇的建设力度，并出台了相应的文件和规范，促使小城镇快速发展，重要的是在此基础上小城镇建设也取得了一些成效。在党的十六大江泽民提出：“要逐步提高城镇化水平，坚持大中小城市和小城镇协调发展，走中国特色的城镇化道路。为解决我国小城镇建设中存在的种种问题，克服重物质文明，轻精神文明和生态文明的倾向，应树立天人合一，可持续发展的绿色理念，以绿色小城镇为中国小城镇建设的目标模式。所谓绿色小城镇是物质文明、精神文明、生态文明同步建设，人与自然和谐共处，可持续发展的现代化小城镇。”这便为我们指明了处于转型期小城镇的发展方向——注重绿色小城镇的建设。这是在转型期小城镇所应顺应的趋势（即在转型期中对已有一定基础的小城镇，我们应注重将其投入到建设绿色小城镇的行列之中），但首要的是要做好对绿色小城镇的规划建设管理。……
