摘要:为了确保政府实时监控企业财务数据，数据能直接从企业财务服务器上自动抓取。提出了借鉴异地备份方法应用于实时数据采集。解决了长期以来政府对企业财务实时监管的一个难题。即在企业财务服务器不能上外网的情况下，如何采集财务数据。结合实例验证了方案的可行性的同时，也为今后项目管理研究提供了一种思路。

Abstract: In order to ensure real-time monitoring of corporate financial data, and data directly grabbed from the corporate finance server. Learn from offsite backup method is applied to real-time data acquisition. It solve a problem that has long been troubled by the real-time monitoring of corporate finance. In the case of corporate finance server is not on the outside network, how to collect financial data. Pro? vide examples to verify the feasibility of this, and provides a way for project management of future.

本项目是上海市某区政府为了加强国有企业财务监管的一个系统集成项目，目的是为了能够监控国有企业财务的任何异动。本系统的前期建设从2008年开始，系统第一、第二期的建设目标已经完成。之前使用区一级的政务网络，各数据上报单位都使用政务网专线或者数字证书登录政务网并进行自行上报。

为了确保了企业财务信息的真实性、有效性，从2011年开始将进行第三期开发，数据将直接从企业财务软件及其数据库上自动抓取，而不是像一二期项目中由各个单位进行上报。本期项目称为国企财务实时监管项目，本期建设重点为财务数据实时采集网络环境，下文中统一称本项目。
