摘要：质量分户验收是国家对住宅工程质量管理规范、技术标准在实施的过程中进一步完善验收的新办法。本文根据参加的周新苑五期工程项目建设工程质量分户验收全过程的体会，对于高层住宅工程质量分户验收中的实施方法和操作步骤进行了探讨及其研究，希望能对加强和提高住宅工程质量分户验收的质量控制。

Abstract: the quality of the individual countries to residential project acceptance is the quality management standard, technical standards in the implementation process further perfect the acceptance of the new method. In this paper, according to the new garden in five period project construction project quality acceptance of the whole process of the individual experience, for high-rise residential project quality acceptance of the individual the implementation method and operation process is discussed and the research, we want to strengthen and improve the quality of the individual housing project acceptance of the quality control.

引言

2007年前后，住宅工程质量试行分户验收制度，在全国多地试点推行。江苏从2006年起开展住宅工程质量分户验收调研、试点和准备工作，从2007年1月1日起在全国率先推出《江苏省住宅工程质量分户验收规则》，正式推行分户验收制度。分户验收制度经过3年多的执行和总结后，江苏省《住宅工程质量分户验收规程》于2010年5月14日批准发布，2010年7月1日起在全省正式实施。质量分户验收是国家对住宅工程质量管理规范、技术标准在实施的过程中进一步完善验收的新办法。目的是为了加强过程控制，消除质量通病。不断提高用户对住宅工程质量的满意度，最大限度降低了用户与建设开发单位之间的矛盾和纠纷。对整个房地产市场工程质量管理起到规范作用，能够更好地维护用户的利益，对构建和谐社会、平安社区的意义深远。江苏省推行的《住宅工程质量分户验收规程》，具有六个突出特点。一是突出住宅“一户一验”，使每一户住宅的质量都能得到验收和保证。……
