中国石化大家庭的整体优势创造了镇海炼化乙烯项目建设的奇迹
——中国石化镇海炼化分公司总经理、乙烯工程项目管理委员会主任江正洪访谈

An interview with Mr.Jiang Zheng-Hong,President of ZRCC

It is within 37 months that Sinopec Zhenhai Refining&Chemical Company completed a 1000KTA project from Nov.2006 through Dec.2010.Furthermore,ZRCC also sets several records,such as the shortest duration between mechanical completion and on-specification products out of unit,and the shortest period between start-up and being profitable.More startling achievements are:cost saving as much as 3 billion RMB fulfilled by a project management team sizing as small as 201 personnel.When Mr.Jiang was asked about the contributors to this scenario,he said one of the key factor is the integral advantages of SINOPEC group had been fully used,in combination with ZRCC's own effort,always keeping in mind with a down-to-earth working style.

我们知道镇海炼化仅用37个月就建成了国内目前规模最大的100万t乙烯项目，创造了建设工期最短、从工程中交到投料产出合格产品时间最短、建成后产生效益时间最短等等辉煌的纪录，可以说在中国的乙烯建设史上创造了奇迹。请问江总：镇海炼化乙烯项目成功的最大秘诀是什么？

江正洪（以下简称：江）：镇海炼化乙烯项目2006年11月6日开始打桩，但直到2007年9月26日中国石化集团公司党组宣布调整镇海炼化领导班子，9月28日集团公司工程部批复成立镇海炼化乙烯项目的项目管理委员会和项目经理部，项目才真正大张旗鼓地开始建设，最后我们用了2年零3个月的时间，于2009年12月28日实现了全面中交，完成了项目建设。从中交到开车不到四个月，因为外方提供的设备原因中间不得不停了下来，否则我们从投产到稳定运行的用时会更短。

如果说镇海炼化乙烯项目建设有秘诀的话，那就是中国石化整体优势在我们这个项目中得到了充分的体现。首先，中国石化集团公司党组对这个项目非常重视，过程中总部领导亲自组织召开了多次现场办公会，中国石化工程部、化工事业部、物资装备部等部门始终关注、始终协调、始终和我们在一线一起战斗，组织召开了多次现场协调会，给予了我们强有力的协调。……
