0 引言

党的二十大对中国式现代化作了深入阐述，对高质量发展作出系统部署，明确要求加快实施创新驱动发展战略，完善科技创新体系，强化国家战略科技力量。自“十四五”规划实施以来，各企业持续推进全领域科技创新发展，将科技创新作为核心的驱动力，着力推进高水平科技自立自强，加大关键核心技术攻关力度，不断健全完善科技创新体制，打造原创技术策源地，将标准作为一种创新资源和提升企业管理水平的有效工具，展现企业的核心竞争力。

1 科技创新与标准的关系

1.1科技创新与标准的定义

科技创新是指原创性科学研究和技术创新的总称，是指创造和应用新知识、新技术、新工艺，采用新的生产方式和经营管理模式，开发新产品，提高产品质量，提供新服务的过程，是新质生产力的核心。

标准是通过标准化活动，按照规定的程序经协商一致制定，为各种活动或其结果提供规则、指南或特性，供共同使用和重复使用的一种文件。

1.2国内科技创新和标准政策解读

近年来，国家相关部门相继出台了16项法律、文件，不断丰富与完善科技创新与标准的关系。

2006年7月，科技部、财政部发布《国家科技支撑计划管理暂行办法》，将形成技术标准作为管理的重要目标之一；2016年5月，中共中央、国务院发布《国家创新驱动发展战略纲要》，提出“健全技术创新、专利保护与标准化互动支撑机制，及时将先进技术转化为标准”，体现了标准是科技创新的重要成果。……
