[摘 要]中国式现代化民主观是马克思主义民主观与中华民族传统政治文明中的民本思想的有机结合。中国式现代化民主观具有深厚的理论基础和文化根源，有其独特的时代意蕴。其中，全过程人民民主是其本质属性，维护人民根本利益是其价值取向，坚持中国特色社会主义政治发展道路是其必然要求。研究表明，中国式现代化民主观是引领人类政治文明发展进程的民主观，不但可以提升中国民主国际政治话语权，为世界民主发展提供新的模式，还可以为人类命运共同体的构建起到积极的推动作用。

On the triple implication and times value of democratic concept of Chinese modernization

Abstract：The democratic concept of Chinese modernization is the organic combination of the Marxist democratic concept and the democratic thought in the Chinese traditional political civilization. The democratic concept of Chinese Modernization bears its essential attribute，value orientation and necessary requirement. The whole process of peoples democracy is its essential attribute，safeguarding the fundamental interests of the people is its value orientation，and adhering to the socialist political development path with Chinese characteristics is its necessary requirement. The research shows that the democratic concept of Chinese Modernization is a democratic concept leading the development of human political civilization，which can not only enhance Chinas democratic international political discourse，provide a new model for the worlds democratic development，but also play a positive role in promoting the construction of a community with a shared future for mankind.

一、引言

民主即人民当家作主，是人类政治文明进步的重要标志，是全人类共同的价值追求。习近平在学习贯彻党的二十大精神研讨班开班式上指出：“中国式现代化蕴含的独特世界观、价值观、历史观、文明观、民主观、生态观等及其伟大实践，是对世界现代化理论和实践的重大创新。”[1]

从现有的文献调研来看，中国式现代化是当前学术界的研究热点。截至2023年11月6日，在中国知网（CNKI）以“中国式现代化”为检索词进行主题检索，相关研究成果有41109篇。但以“中国式现代化”“民主观”联合进行主题检索，文章数量较少，只有23篇，研究成果主要集中在三个方面。一是关于中国式现代化与民主觀的关系研究。大多数学者认为，中国式现代化蕴含独特的民主观，全过程人民民主是中国式现代化民主观的基本内容。……
