摘  要：加强教师党支部建设是新时代高校基层党组织建设的重要内容。文章以问卷调查的形式调研东南大学教师党支部工作现状，对标“十四五”发展规划，制定并完善支部工作考核指标体系，探索党建和业务“6+7”工作机制，使党的政治建设、思想建设、组织建设、作风建设、纪律建设、制度建设六个维度，与业务工作的學科建设、人才培养、师资引育、科学研究、文化传承、社会服务、综合治理七个方面深度融合，全面发挥党组织在基层单位的政治核心和领导核心作用。

Abstract： In the new era， strengthening the construction of teachers' party branch in universities is an important content of the construction of the grass-roots party organization. This research studied on teachers' party branch work status quo of Southeast University with a questionnaire survey， referring to the "fourteenth five-year" plan and exploring working mechanism of "6+7"， facilitating party building deeply integrated with disciplinary construction， talent cultivation， teaching staff construction， scientific research， cultural inheritance， social services and comprehensive governance， giving full play to the role of party organizations as the political and leadership core in community-level units.

习近平总书记在全国高校思想政治工作会议上指出：“办好我国高等教育，必须坚持党的领导，牢牢掌握党对高校工作的领导权，使高校成为坚持党的领导的坚强阵地。[1]”党领导下的高等教育必须紧密围绕“培养什么样的人、如何培养人以及为谁培养人”这一根本问题，充分发挥党在高等教育事业中的政治核心和领导核心作用，发挥党支部在立德树人工作中的战斗堡垒作用，发挥全体教工党员的先锋模范作用。基层党委（党总支）是高校各基层单位的引领者，而教师党支部是高校党组织的神经末梢，是党密切联系群众的桥梁和纽带，是扎实推进“三全育人”的有力抓手。因此，党的教育事业归根结底要落实在各教师党支部，但其目前在各项业务工作中体现的作用仍比较有限，在国家和各高校全面制订实施“十四五”发展规划的大背景下，仍存在着一些问题。……
