[摘    要]这些年来我国频频出现“看海”的问题，引发了对传统模式下的城市排水系统建造反思和对城区水危机的关注。在新理念下城镇化建设环境思想指引下，海绵城市的概念被住房和城乡建设部正式提出，并就相关问题发布了指南，全国各级省市纷纷配套出台相关建造计划;这是我国继森林城市、园林城市、低碳城市、生态城市等一系列新的城市理念后诞生的新概念。虽然海绵城市应用正逐步规模化，并已取得较大成效，但目前存在的问题是智能化程度不高。因此，设计一种智能海绵城市装置，成为海绵城市领域一个亟待解决的技术难题。提供了一种智能海绵城市装置，解决海绵城市智能化程度不高的困境。

Smart Sponge City Device and Method

[Abstract]Over the years， our country has frequently encountered the problem of "seeing the sea"， which has triggered reflections on the construction of urban drainage systems under the traditional model and concerns about the urban water crisis. Under the guidance of the CPC Central Government's environmental thinking on urbanization under the new concept， the concept of sponge city was formally proposed by the Ministry of Housing and Urban-Rural Development， and guidelines were issued on related issues. Provinces and cities at all levels across the country have issued supporting construction plans; This is a new concept born in my country following a series of new urban concepts such as forest cities， garden cities， low-carbon cities， and ecological cities. Although the sponge city application is gradually expanding and has achieved great results， the current problem is that the degree of intelligence is not high. Therefore， designing a smart sponge city device has become a technical problem to be solved urgently in the sponge city field. This article is dedicated to providing a smart sponge city device to solve the predicament that the sponge city is not highly intelligent.

晴時的干旱，雨时的内涝，地下水沉降，该如何解决？海绵城市主要涉及一种新时代城市雨水管理的概念。也就是说，海绵城市是指城区能像一块海绵一样，在应对雨水的危害和适应环境的急速变化等方面具有较好的柔性，能像一块海绵一样吸水、存水，无水时也能够保持原有的形状，也可把其叫作为“水弹性城市”。在国际定义术语为“低影响开发雨水系统构建”，也就是说，降雨时吸水、蓄水、净水、渗水，并在必要时将蓄存的水排放并加以重复利用，实现雨洪在城市之间的自由迁徙。

国外城市是通过建设巨型管道来解决雨水排放的问题，但成本巨大，同时也带来了水体污染。……
