摘要：為了研究农药最大残留限量标准对中国绿豆对外贸易的影响，以中国、国际食品法典委员会（CAC）、欧盟、日本、美国、韩国和加拿大等国家绿豆农药最大残留限量标准为基础，从限量标准数量、限量大小和占比、限量宽松度等方面对比分析中国与贸易国之间的差异。结果发现，中国绿豆农药最大残留限量标准少，共83项，与日本的388项、欧盟的566项存在很大差距，与CAC的111项、韩国的124项、美国的114项也存在差距。此外，中国豁免限量标准与一律标准少。食品中农药的最大残留限量 GB 2763—2019标准中规定了44种豁免制定农药最大残留限量的农药名单，未规定一律标准。所以，仍需继续关注相关贸易国的农药最大残留限量标准信息更新，结合农药残留数据、农药降解数据、毒理学数据和膳食数据等，为制定适合中国绿豆农药最大残留限量标准提供技术支持。

Maximum Residue Limits of Mung Bean Pesticides at Home and Abroad： A Comparative Study

Abstract： To study the impact of maximum residue limit standards of pesticides on China’s foreign trade ofmung bean， we made a comparative analysis between China and its trading countries in terms of the quantity，the size and proportion of the maximum residue limits （MRLs）， and the degree of looseness of the limitstandards， based on the maximum residue limit standards of pesticides of mung bean established by China，Codex Alimentarius Commission （CAC）， the European Union， Japan， the United States， South Korea， Canadaand etc. The results show that China’s number of pesticide maximum residue limit standards of mung bean （83items） is significantly fewer than that of Japan （388 items） and EU （566 items）， and also lower than that of CAC（111 items）， South Korea （124 items） and the United States （114 items）. In addition， China has fewer exemptionlimit standards and uniform limit standards. The GB 2763-2019 standard only stipulates a list of 44 pesticidesthat is exempted from establishing the maximum residue limits of pesticides， and does not stipulate the uniformlimit standards. Therefore， we need to pay attention to the update of pesticide maximum residue limit standardsof relevant trading countries continuously， and combine the pesticide residue data， pesticide degradation data， toxicological data and dietary data to provide technical support for formulating pesticide maximum residue limit standards suitable for China’smung bean production.

綠豆（Vigna radiate L.）是中国主要食用豆类之一[1]，能固氮、耐瘠、耐荫、改善土壤环境，是中国现代农业种植结构调整的重要农作物[2]。随着生活水平的提高，高蛋白、中淀粉、低脂肪的绿豆成为了人们餐桌上的营养食品[3]。2018年中国绿豆种植面积为48.5万hm2，产量为68.11万t[4]。出口额232234美元，仅次于缅甸，居世界第二位，在国际市场占有重要份额[5]。从绿豆出口受阻情况来看[6]，主要问题集中在农药残留超标上，严重影响中国的国际竞争力。目前，对技术性贸易壁垒的研究主要包括TBT[7-10]、SPS[11-13]、农药残留[14-17]、重金属[18-19]、真菌毒素[20-21]等方面，但在绿豆农药残留限量方面相关研究很少，特别是GB 2763—2019实施以来，未见相关报道。因此，了解国内外农药最大残留限量（Maximum Residue Limit，MRL），跟踪主要贸易国最新限量规定，与中国限量标准进行比较，对于绿豆生产和贸易具有重要意义。

1材料与方法

根据中华人民共和国国家标准《食品安全国家标准食品中农药最大残留限量》（GB 2763—2019）[22]总结出中国绿豆相关限量标准，并进行绿豆农药最大残留限量现状分析。

根据CAC残留限量标准数据平台[23]、欧盟残留限量标准数据平台[24]、日本残留限量标准数据平台[25]、美国残留限量标准数据平台[26]、韩国残留限量标准数据平台[27]和加拿大残留限量标准数据平台[28]总结出 CAC、欧盟、日本、美国、韩国和加拿大的绿豆相关限量标准，采用Excel对中国绿豆农药最大残留限量与国外限量标准总体情况和具体限量标准进行对比分析。

2结果与分析

2.1 中国绿豆农药最大残留限量现状

中华人民共和国国家卫生健康委员会、中华人民共和国农业农村部、国家市场监督管理总局于2019年8 月15日联合发布中华人民共和国国家标准《食品安全国家标准食品中农药最大残留限量》（GB 2763—2019）[22]，其中绿豆相关限量标准83项（见表1），包括禁限用农药限量标准14项，分别是氯丹、对硫磷、甲胺磷、甲基对硫磷、久效磷、杀虫脒、艾氏剂、滴滴涕、狄氏剂、毒杀芬、六六六、灭蚁灵、七氯和异狄氏剂。

中国绿豆农残限量标准分类情况如图1所示。其中杀虫剂53种，占限量标准总数的63.9%，其中联苯肼酯为杀螨剂，联苯菊酯为杀虫/杀螨剂，灭线磷为杀线虫剂，其余均为杀虫剂;杀菌剂16种，分别是百菌清、福美双、苯醚甲环唑、吡噻菌胺、丙硫菌唑、啶酰菌胺、多菌灵、氟吡菌酰胺、咯菌腈、环丙唑醇、嘧菌环胺、戊唑醇、异菌脲、氟唑菌酰胺、吡唑醚菌酯和五氯硝基苯，占限量标准总数的19.3%;除草剂11种，分别氟磺胺草醚、百草枯、苯嘧磺草胺、敌草腈、精二甲吩草胺、灭草松、烯草酮、草甘膦、氟吡甲禾灵、敌草快和甲氧咪草烟，占限量标准总数的13.3%;熏蒸剂2种，分别是氯化苦和溴甲烷，占限量标准总数的2.4%;增效剂1种，为增效醚，占限量标准总数的1.2%。
